News May 21, 2021 - PETROPERÚ signs a contract with transnationals that will be in charge of support systems for the new refinery complex that will begin its start-up process at the end of the year.  As part of the activities prior to the startup and start of operations of the New Talara Refinery, PETROPERÚ signed with the legal representatives of the transnational companies Veolia Servicios Perú S.A.C. and Acciona Agua S.A. Peruvian Branch, the contracts to carry out the operation and maintenance activities of three of the five packages of Auxiliary Units of the new refinery complex.  The process, which was convened in December 2020, through the website of the Electronic State Contracting Service (SEACE) and the PETROPERÚ website, had the participation of 53 interested companies, prequalifying four technical-economic proposals, from among which the providers of the requested services were evaluated and selected.  The company Veolia Servicios Perú S.A.C., a subsidiary of the French group Veolia, a world benchmark for optimized resource management, with extensive experience in the design and deployment of solutions for the management of water, waste and energy, has been awarded the contract of operation and maintenance for 10 years of the Sulfuric Acid Production Plants (WSA) and Concentrated Sulfuric Acid Storage (ASC).  For its part, the company Acciona Agua S.A. Peruvian Branch was awarded, for the same number of years, the contract for the operation and maintenance of the package of Auxiliary Units for the Desalination of Sea Water, Water Treatment and Demineralization of Water for Boilers, the Electrical Substation, as well as the Systems collection, distribution and cooling of sea water. Also, the Closed Water Circuit for Cooling, Wastewater Treatment Plant, Collection and Treatment System for Sanitary Water, Marine Water Discharge System and Waste, Storage and Treatment System for Oily Waters and Slops, Treatment System for Rain and Ballast Water Reception and Treatment System.  The specialized companies that have been awarded have accredited international experience in highly complex systems and in the development of sustainable solutions within the areas of water, energy, acid and other treatment, which will guarantee the availability and reliability of the equipment and continuity. of services in accordance with the technology available to the New Talara Refinery.  It is important to specify that the contracting of qualified suppliers for the operation and maintenance services of the Auxiliary Units will allow PETROPERÚ to concentrate resources and efforts on the proper start-up and operation of the Process Units, linked to oil refining, the main business. of the state company and obtain the highest efficiency in the operation of the Auxiliary Units, through high specialization, the support of globally qualified personnel, better prices due to the purchase in scale, the development of technology and the permanent learning collecting world best practices. 
The Auxiliary Units of the New Talara Refinery will be in charge of the production of secondary supplies such as water, steam, hydrogen, electrical energy and the conversion of sulfur gases into sulfuric acid, necessary for the operation of the Process Units of the refinery complex.  Within the international framework of industrial operations, including refining and petrochemicals, there is a tendency to contract operation and maintenance services for systems that are not the core of the business.  The most important refineries in the world work under this operating scheme, such as the ExxonMobil Refinery in Rotterdam (Holland); El Paso Refinery in Texas (USA); ENAP refinery in Bio Bio (Chile); Valero Energy Refineries in Port Arthur, Texas and in St. Charles, Los Angeles (USA) and PEMEX Refinery in Madero (Mexico); among other.
The two packages of Auxiliary Units pending award are made up of those related to the supply of hydrogen and nitrogen, and the supply of electricity, steam and water for boilers, which were part of the aforementioned contracting requirement process; however, no technical-economic proposals were received.  In view of this, PETROPERÚ plans to make the call for contracting again, so that companies or consortiums of companies interested in participating will be able to consult the requirements on the SEACE website, www.seace.gob.pe.  The contracting of the operation and maintenance services of the Auxiliary Units is an important milestone prior to the completion of the construction process and the start-up of the Process Units of the New Talara Refinery, scheduled for the end of November. Currently, the project continues in its final stage, registering an advance of 94.73%. 

January 25, 2010
- Topsoe has signed a contract supplying technologies for three new plants with oil refiner PetroPeru. The contract includes license and basic engineering of process design for the Talara refinery in Peru.  The Topsoe technologies are part of a modernisation project of the Talara refinery located in northern Peru.  The refinery will be upgraded to produce more environmentally friendly products with lower sulphur content. The plants are planned to be on-stream in 2015.  Topsoe will supply license, engineering, catalyst and proprietary equipment for a hydrogen plant of 30 million standard cubic feet per day, an ultra low sulphur diesel hydrotreating plant for 41 thousand standard barrels per day and a WSA plant for reduction of sulphur emissions producing 460 tons sulphuric acid per day.   The contract is expected to total about 40 million USD for Topsoe.  The contract was signed by the president of PetroPeru Luis Rebolledo and Sales Manager Torben Christensen at a ceremony at the PetroPeru headquarters in Lima, Peru.  “We look forward to collaborating with PetroPeru,” says Sales Manager Ernst Hansen. “We are very proud that we have been awarded the contracts, especially as they include three licensing contracts to the same supplier.”
