March 28, 2025 - Governor Greg Abbott today announced that the
sixth Texas Semiconductor Innovation Fund grant of $7.87 million has been
extended to DSM Semichem LLC (DSM) for an expansion of their specialty
materials and chemicals facility in Plainview. This expansion brings DSM’s
total capital investment in the facility to $176 million and creates 40 new
jobs. “Texas is making strategic investments to ensure the stability
of critical domestic supply chains for the technologies that fuel our
economy,” said Governor Abbott. “This $176 million total capital investment
by DSM to construct and expand its facility in Plainview will double
their production volume of specialty materials essential for semiconductor
manufacturing in Texas. It will also create 40 good-paying jobs for Texans
in a high-demand industry. By working together to meet the rising demand for
chip production, Texas will continue to lead the nation as we build a
stronger, more prosperous Texas than ever before.” DSM, a joint
venture of Dongjin USA, Samsung C&T America, and Martin ELSA Investment LLC,
produces electronic-level sulfuric acid (ELSA). DSM’s ELSA is a highly pure
form of sulfuric acid needed for its ability to clean wafers and not leave
any residual impurities or unidentifiable particles, a critical step in
manufacturing chips in high-performance computing, 5G, Al, and defense
applications. “DSM Semichem is honored to receive a $7.87 million
grant from the Texas Semiconductor Innovation Fund,” said DSM Semichem LLC
Managing Director Tae Yong An. “This funding will accelerate the expansion
of our electronic-level sulfuric acid plant in Plainview, enabling Texas to
produce the highest quality ELSA in America and meet the increasing demand
of domestic leading-edge fabs. DSM will establish Texas as a central
semiconductor material production hub and strengthen the U.S. semiconductor
supply chain.” “This investment is a big win for Texas and a testament
to our state’s leadership in securing critical supply chains,” said Senator
Charles Perry. “DSM’s expansion in Plainview strengthens our semiconductor
manufacturing capabilities, bolsters national security, and brings
high-quality jobs and major capital investment to West Texas. By supporting
homegrown production of essential materials, Texas is ensuring its role as
the backbone of American innovation and economic strength.” “Texas
continues to lead the way in securing our nation’s semiconductor supply
chain, and this investment in Plainview is proof of that leadership,” said
Representative Ken King. “DSM’s expansion will create good-paying jobs,
strengthen our local economy, and ensure that materials for chip production
are made right here in House District 88. I appreciate Governor Abbott’s
commitment to keeping Texas at the forefront of semiconductor manufacturing,
and I’m proud to support strategic investments that bring opportunity to our
region.” Governor Abbott signed into law the Texas CHIPS Act in 2023
to establish the Texas Semiconductor Innovation Fund, a performance-based
incentive program to encourage the continued leadership of Texas in
semiconductor research, design, and manufacturing, as well as the Texas
Semiconductor Innovation Consortium. These programs, administered by
the Texas CHIPS Office, a newly formed division within the Governor’s Texas
Economic Development & Tourism Office, are designed to leverage Texas’
investments in the semiconductor industry, encourage semiconductor-related
companies to expand in the state, further develop the expertise and capacity
of Texas institutions of higher education, and maintain the state’s position
as the nation’s leader in semiconductor manufacturing. July 24, 2024 - DSM Semichem LLC, in which Samsung C&T Corporation's Trading Division (hereinafter referred to as Samsung C&T Corporation) is participating, held a ceremony to mark the completion of its high-purity sulfuric acid plant in Plainview, Texas, USA on the 15th. DSM Semichem is a joint venture established in September 2022 by Samsung C&T, Dongjin Semichem, and Martin Midstream, Inc. to address the growing demand for semiconductor materials resulting from the expansion of semiconductor production in the United States. Samsung C&T is responsible for customer development, product sales, and marketing, while Dongjin Semichem, the joint venture, handles production and operations, and Martin Midstream provides raw materials and infrastructure. The recently completed DSM Semichem Plainview plant is a manufacturing facility with an annual production capacity of 24,000 tons of sulfuric acid and is scheduled to begin production in August of this year. The completion ceremony was attended by Samsung C&T President Lee Jae-eon, Dongjin Semichem Vice Chairman Lee Jun-hyeok, and Martin Chairman Ruben S. Martin III. Also in attendance were key local figures, including Plainview City Council members, a county judge, and the Texas Semiconductor Innovation Consortium Executive Committee. DSM Semichem is expected to contribute to the production of advanced semiconductors and the stabilization of the semiconductor supply chain in the United States based on its advanced technological capabilities and stable quality management. Meanwhile, Samsung C&T is actively engaged in trading various industrial materials and chemical products, including materials required for semiconductor processes, under the goal of "trading essential industrial materials and developing eco-friendly businesses."September 26, 2023 — Dallas-based MYCON General Contractors, Inc. (MYCON), in conjunction with Charlotte, North Carolina-based Marubeni Plant Contractor, Inc. (MPCI), has begun construction on an electronic-grade sulfuric acid (ELSA) manufacturing facility in Plainview, Texas. The chemical plant will supply electronic-grade sulfuric acid, a high-purity chemical used for cleaning and etching computer chips, to key global semiconductor and electronic manufacturing facilities across the United States. This project is a joint venture between owners Dongjin Semichem Co., Ltd, Samsung C&T America, Inc., and Martin Resource Management. These groups have come together to form DSM Semichem LLC (DSM). “We have just begun to scratch the surface of this market sector,” said Ryan Stoll, Partner and Vice President of MYCON. “We are thrilled to be working with Marubeni and DSM, a group of influential players in the manufacturing and advancement of technology at a global scale.”The 4.5-acre project site is located at 1920 TX-194 in Plainview, just west of Interstate 27. The ELSA facilities will include five pre-engineered metal buildings and a prefabricated guard shack totaling 21,910 square feet. The development will include an office building with clean room, warehouse, shipping building, truck scale, utility building, sulfur trioxide (SO3) generation structure, ELSA Module, and towers with connected process piping across all systems. Construction is estimated to be completed in May of 2024. October 19, 2022 - Martin Midstream Partners announced today that, through an affiliate Martin ELSA Investment LLC, it has entered into definitive agreements with Samsung C&T America, Inc. and Dongjin USA, Inc., an affiliate of Dongjin Semichem Co., Ltd., to form DSM Semichem LLC. DSM will produce and distribute electronic level sulfuric acid. By leveraging the existing assets of MMLP located in Plainview, Texas and installing additional facilities as required, DSM will produce ELSA that meets the strict quality standards required by the recent advances in semiconductor manufacturing. In addition to owning a 10% non-controlling interest in DSM, the Partnership will be the exclusive provider of feedstock to the ELSA facility. MMLP, through its affiliate Martin Transport, Inc., will also provide land transportation services to end-users of the ELSA produced by DSM. Bob Bondurant, President and Chief Executive Officer of Martin Midstream GP LLC, the general partner of MMLP stated, “We are excited to partner with Samsung C&T America, Inc. and Dongjin USA, Inc. in this unique opportunity to capitalize on the diverse and complimentary skillsets, operating expertise, and vast market knowledge of the three parties. The new facilities will incorporate technology currently being utilized to produce ELSA in Taiwan, which exceeds the quality of sulfuric acid being produced in the United States today. “This strategic alliance allows the Partnership to capitalize on our existing asset base to participate in the manufacturing and transportation supply chain of the most advanced and power-efficient chip technology to date. ELSA supply presently sourced in the U.S. does not meet current domestic demand, and with announced new fabrication and existing fabrication facility expansions, we anticipate an attractive market for the ELSA produced in Plainview.” Assuming growth capital investments of approximately $20 million, the Partnership expects to realize annual distributable cash flow of $5 to $6 million from both the improvements to the existing assets and its interest in DSM. The ELSA facility is estimated to start-up in the first quarter of 2024. The Partnership will fund the capital improvements and the contribution to DSM through a long-term land lease and using available capacity under its revolving credit facility. May 6, 2010 - In the first quarter 2010, our Sulfur Services segment experienced an outage at our sulfuric acid production plant for most of the quarter. This negatively impacted our distributable cash flow by approximately $2.4 million. Although not forecasted or planned, the plant did fully incorporate a scheduled maintenance turnaround previously slated for the fourth quarter of 2010 while out of operation. This should improve cash flow later in the year during the time that the turnaround was previously planned. The plant has been operational since March 5, 2010 and is currently at full production. |
